3) when prisoners were sent on to provincial capitals or to Rome for trial; and finally, 4) where watch was kept over those sentenced to exile or relegation.159 Military custody ought not, however, to be confused with that form of detention in the public prison where soldiers were employed as guards.160 Among the static forms of military custody, confinement in the camp was usually the most severe. In fact, the experiences of the Jewish prince Agrippa demonstrate that it might be scarcely better
